Torah Scroll Found In Italy – What is it?

A recent article stating that the oldest Torah scroll was found in Italy. (http://www.bbc.co.uk/news/world-europe-22697098#TWEET771073). The article also states that the text has text “has many features forbidden in later copies under rules laid down by the scholar Maimonides in the 12th Century”. What are considered as forbidden features on copies of the Torah as set down by Maimonides? Thank you
